Black Dahlia's Grandfather (transcription please)

This image is Cleo Alvin Short's social security application. It states his father's name in cursive. Internet sources say his name is Cleo Alvin Short Sr, but it clearly doesn't say Cleo Alvin (at least it doesn't read that way to me). Can anybody make out what this says?
