  • Bernardino Fernandez de Velasco and Benavides, fourteenth Duke of Frias, Duke of Uceda IX, XI and XII Count of Penaranda and Villarramiel Frechilla Marquis. (Madrid, 1783-1851). Political, military, diplomatic and Spanish writer, a senator from the province of Leon.

Life and Works

  • Son of Bonapartist 13 Duke of Frias, known as Diego Fernandez de Velasco, who died in exile in France in 1811. Joined to 1796 in the Walloon army with only 13, a lieutenant at 19, circa 1802. Designed in 1808 in Portugal with the French army, it seems that defected to the Spanish resistance during the War of Independence, unlike his father, Diego Fernandez de Velasco, 13 Duke of Frias, notorious Frenchified who participated in the drafting committee of the Constitution of Bayonne.
  • The return of Fernando VII in 1814 and now with the rank of Colonel recommended this to swear the Constitution of 1812 and no case did the absolutists when it issued the Manifesto of the Persians.
  • Back in 1820 to active political life with the Liberal Triennium. He played in the moderate group of Anilleros and was ambassador in London and a state councilor.
  • With the restoration of absolutism in 1823, was exiled to Montpellier until in 1828 he returned to Spain. He was a member of the Estate of Peers in Parliament from 1834 to 1836.
  • Francisco Martinez de la Rosa was sent to Paris to gain French support during the First Carlist War, interviendo in negotiations for the signing of the Quadruple Alliance and the sending of the Foreign Legion.
  • In 1838 he was elected senator from Leon. On 6 September of that year he was appointed President of the Council of Ministers to replace the Earl of Ofalia. He tried unsuccessfully to negotiate with North absolutist powers (Austria, Prussia and Russia) to withdraw its support for the Carlists, who supported the VII Braking brother, Carlos María Isidro.
  • In domestic policy, his attempts at reconciliation immediately clashed with the interests of the various political factions and the army. Was overwhelmed by the struggle for power between Narvaez and Espartero. Although the insurrection mastered by Luis Fernandez de Cordoba in Seville, was unable to cope with the opposition in Parliament and was forced to resign on December 8, 1838.
  • In 1845 he returned to political activity as a senator for life, but devoted his time to literature, entering the Royal Spanish Academy in 1847. As a lyric poet of average importance, followed in the footsteps of Juan Nicasio Gallego, with whom he had a close friendship. The Academy published his poetry in 1857, with a foreword by the Duke of Rivas.
