Francis Burton Harrison served in the United States House of Representatives and was appointed Governor-General of the Philippines (1913-1921) by President Woodrow Wilson. He so loved the Philippines that he willed to be laid to rest here upon his death. A major thoroughfare in Manila is named after him.
