"...Born 10 January 1848 in Islington, London, England, Herbert John Foulger arrived in Utah in October 1863 with the Daniel D. McArthur company. Twenty-two years later, on 31 October 1885, he was arrested on a charge of unlawful cohabitation when the United States government enforcement of the Edmunds law was underway. He was sentenced in February 1886 to six months imprisonment and a $300 fine. He was held in the penitentiary until 2 September 1886. A carpenter, builder, and wholesale grocer, Foulger was the superintendent of the 20th Ward co-op, a bishop's counselor in the 21st Ward, and a member of the High Council in the Ensign Stake. He married Eliza Mary Hazel in 1871 and died in 1920...."
