During WWII, Herbert was working for Turtling Construction on Wake Island. He was captured by the Japanese at Wake Island circa 23 December 1941. He along with George M. Walker of John Day, Grant, Oregon, were tortured by the Japanese and executed on Wake Island circa October 1943. This may be a cenotaph.
