יצחק ברגר נולד ב 1902 בעיירה אוטיניה באזור גליציה (אז בפולין והיום באוקראינה). בנעוריו עזב את הדת האורטודוקסית, הצטרף לתנועת נוער ציונית שאח"כ הפכה לגורדוניה ועלה לפלסטינה א"י בשנת 1924, בגיל 22. עם חבריו ייבש את ביצות חדרה וחלה במלריה. לאחר שהבריא עבר לפתח תקווה ועבד כמסגר בניין. יחד עם אחיו אלישע עבר לתל אביב ופתח מסגרייה. מסגריית "האחים ברגר" ברחוב עקיבא אייגר הייתה בעלת מוניטין בבניית העיר תל אביב וכחברי הגנה אף שרתו את הישוב במלחמת השיחרור בייצור נשק. בשנת 1930 ביחד עם קבוצת חברים מתנדבים יזם את רעיון הקמת מגן דוד אדום לצורך מתן עזרה ראשונה ליישוב העברי ופעל עד ימיו האחרונים בשרות מד"א.

Izhak Berger was born in Ottinya, a town in the Galicia region (then Poland and today Ukraine). At his youth stopped practicing Orthodox Judaism and joined a Zionist youth movement. Itzhak immigrated to Israel (did Aliaya) in 1924, at age 22. With his friends, participated in drying the swamps of Hadera and became sick with Malaria. After recovering, moved to Petach Tiqwa and worked as a construction blacksmith.

With his brother Elisha, moved to Tel Aviv and started the Berger Bros blacksmith shop. They received contracts in building the city of Tel Aviv. As members of the Hagana, the main Jewish Israeli paramilitary organization, served in making arms for the independence war. With a group of volunteers, initiated Magen David Adom medical service (today Israel's national emergency medical service and a part of the International Red Cross).
