His father owned a portion of the Sillick farm, in Hollacombe, Devon; which was where he was born. The Brown family owned most of this land. He was married in Black Torrington, Devon & left from there when he emigrated to South Africa in about 1873. His occupation was stated as Agricultural Labourer. In South Africa he settled in the Peddie District about 58 Km from Grahamstown, where their son George Horne was born in 1876. They later moved to East London SA.
