The President of the United States of America, in the name of Congress, takes pleasure in presenting the Medal of Honor to Private Joseph H. Leonard, United States Marine Corps, for distinguished conduct in the presence of the enemy in battles, while with the Eighth Army Corps on 25, 27, and 29 March, and on 4 April 1899.
