Learning Vs Using

What is more effective? Learning or applying of the learnt-matter at the right time and the right place that gets the “benefit” or “value” in learning? If it is the latter, then, efficacy experts will tell us to eliminate the un-necessary step of “learning” per se? If technology can enable us to do the latter consistently, then, investment in such technology is what is needed more so than the former, to ensure we progress individually and collectively. Hence, isn’t building brick and mortar universities/libraries is as outdated as last the year’s fashion?
