Looking at the matzeva of Hirsch Links from Vienna you can see his hebrew name was Yekutiel Tzvi.
I assume Kissel is actually short for Yekutiel and its not his brother but him. The Zlotchov births record a Kisslel born in 1827 but no Yekutiel Tzvi or Hirsch.

1. If you search https://search.geshergalicia.org/ for "links" you will find that all of his siblings were born in Złoczów house 25. they have "Złoczów Jewish Births & Deaths (1825-1855)" so we can assume that they were all born there and that all their record exist, therefore you must be correct.
his father was born ~1800. his death record: http://agadd.home.net.pl/metrykalia/300/sygn.%201554/pages/PL_1_300... page 83 in the middle.
