Digitizing family records -- are flexible software or other tools available?

Over many decades, I’ve accumulated a number of cartons of family records, photographs, and stuff. I have also effectively procrastinated trying to sort the cartons and, maybe as or more important, converting images and paper into digital form.

In addition to the problem of dealing with this bulk of material…I thought I wanted to find a flexible digital format that would allow me to sort images (date/family line/etc.) and insert notes (identification of people, places, and dates in photos, etc.). Does this exist? I would not object to using a commercial service rather than buying equipment myself — but am fairly open to either. If such a program does exist, I could much more freely move toward digitizing the material, knowing I could use my computer to sort and annotate, rather than going through each photo and document to prepare for PDF versions.
