I think they're the same person, but her name in the records is only always Phoebe/Phebe, not Catherine Phoebe. Phoebe was baptised in the Hebron Lutheran Church and John Blankenbaker transcribed those records:

Pg. 27:
Parents Child Born/Baptised Sponsors Relationship
[55] Salomon 24 Feb 1783 Adam Koch his bro
Samuel Garpenter her bro
Maria Koch his unm sis
Phebe 20 Mar 1785 Daniel Koch his bro
Barbara Koch his unm sis
Margaretha Carpenter her unm sis

Source: John Blankenbaker, "Hebron" Baptismal Register of the German Lutheran Church in Culpeper/Madison Counties, Virginia 1750 to 1849 Transcribed, Translated and Indexed from the Church Records with a Commentary on the Relationships of the Sponsors to the Parents, (Chadds Ford, Pennsylvania, Third Edition 2009), 27.

I have the above publication in my library.

I found Phoebe and Reuben Daggs on the 1850 Census for District 20, Kanawha Co., VA, they're living just two households away from Samuel and Jane Cook, I think Samuel is Phoebe's brother and I think Hezekiah Daggs is the son of Reuben and Phoebe:

889 893 Samuel Cook 54 Farmer
Jane Cook 65
890 894 Hezekiah Daggs 24 Cooper
Eliza Daggs 24
Phebe L Daggs 1/12
John Massee 22 Laborer
892 895 Reuben Daggs 60 Farmer
Pheby Daggs 65
Ruel Daggs 30 Laborer
Sarah Daggs 22
John Daggs 14
James Daggs 16 Laborer

Reuben Daggs and Phoebe Cook were married in Kanawha County, Virginia in 1811, I found the marriage record, but lost it, so I'll find it again! There is a statement in the Rev War Pension Application that was filed by Mary Cook for her husband, Peter Cook's Rev War service, by Reuben Daggs that he had married Phebe Cook, the daughter of Peter and Mary Cook. The maiden name of Mary Cook is stated by her as Carpenter in the record although the marriage date given by Reuben Daggs to Phebe is her birthdate! Looks like a transcription error. I'll find the original.

I was wondering how Reuben and Phoebe would have met and I found their families on the 1820 Census for Kanawha County, Virginia:

Pg. 5:
Peter Cook 1 male 45 and up
2 females to 26; 1 female to 45; 1 female 45 and up
**2 females to 26=Mary b. 1793 and Juliana b. 1799
**1 female to 45=Eleanora b. 1789

I think we have some pretty good evidence that the two profiles are the same people, but Phoebe's name is not Catherine Phoebe, just Phoebe/Phebe.

I'll give all of this information to Cathi to enter into the Foundation database, too.
