The William Phillips born on November 9, 1856 in Rhos was (unless there are two of them) born to John Phillips and Ann Phillips (formerly Evans) (I retrieved birth record from GRO, but you can find it in the indexes). He married Elizabeth Mile. He died on May 29, 1931 at age of 74.
