I believe this Thomas Taylor, is the son of Capt. Philip Taylor, Burgess.

Phillip came to Jamestown between 1624 and 1628. He was active assistant to William Claiborne on Kent Island in 1631. William was the Official Surveyor of Jamestown Colony and the Secretary of State of Virginia. In 1632 King Charles I gave a charter to Lord Baltimore of a Colony which was named Maryland. Phillip and the other colonists of Kent Island fought the Marylanders in the first recorded naval battle in North America in Battle of Pocomoke Sound.
From the Miles Files "Phillip Taylor settled on the Eastern Shore prior to April 1634. Patented 500 acres on the seaside of" Accawmack/Northampton in 1643. "Justice, Sheriff and Burgess of Northampton County, newly named in 1643" from Accomac Shire.
