I think I have the WRONG Robert attached as son of the Quaker but I cannot find the missing piece

https://papersofabrahamlincoln.org/documents/D251498b is regarding legislation made to enable Robert's incomplete land sale transaction go forward after his death in order for his "infant" children to benefit.
Elsewhere 16 year old Mary is said to have been given written consent to marry John Rushing by the man mentioned in this document but I cannot find the written marriage record or consent.

Help appreciated especially if you are familiar with Quaker records and need help to discern how a whole legislation came to be over a man who had land in Tennessee and died in Illinois with three "infant" children.
Plus where is that written consent for our 16 year old?

History
Established in September 1843, Murphysboro is the second county seat of Jackson County. Its birth is tied to the disastrous fire that destroyed the courthouse in the first county seat, Brownsville. The fire proved to be the catalyst to move the county seat to a more central location.

The name was decided for the new town when William C. Murphy's name was drawn from a hat containing the names of the three commissioners who chose the new location, a 20-acre (81,000 m2) tract of land donated by Dr. John Logan and Elizabeth Logan.
