The President of the United States of America, in the name of Congress, takes pleasure in presenting the Medal of Honor to Boatswain's Mate First Class Alexander Peters, United States Navy, for heroism at sea near Martha's Vineyard, Massachusetts, in attempting to rescue from drowning Cecil C. Young, Ordinary Seaman, 15 September 1904, while serving on board the U.S.S. Missouri.
