He's NOT Ben Elmo Neer of Catawba Ohio who is a Protestant, 1881-1972. So NOT husband of Mary and NOT father of Nathan, James and a daughter. . He shows up in several Ellis Island Crew lists. He was an oiler aboard ships, from 1930.
seems to have spent a fair bit of time in Michigan. got arrested there at least twice
1910 census, age 15. says he immigrated 1897. (His mother's arrival indicated that he arrived with her in 1905. He was a year old in 1897...)

1925 he is arrested for drug possession in Michigan and sent to Ohio to serve sentence in House of Correction.
1930 census, he's in prison in Michigan. says born Ohio but parents born Russia.
