Samuel was an artillery officer. He was the commander of coast defenses at Manila and Subic Bay in the Philippines, and had commanded the defenses of the Potomac River and of Fort Hamilton, New York. He was a graduate of the U.S. Military Academy at West Point, Class of 1881. See his obituary in The Chattanooga Times, Monday, December 13, 1926, page 3.
