David Holmes is an American diplomat. He is a United States Department of State official who serves as a counselor for political affairs at the U.S. Embassy in Ukraine. Holmes testified in closed-door hearings before the House Intelligence, Oversight and Foreign Affairs committees in November 2019 as part of the Trump impeachment inquiry.
