About Elizabeth Waters
Elizabeth was named as an heir on 31 December 1759 at Philadelphia, PA. She was perhaps the Elizabeth Waters of Philadelphia named in the will of Tubman (37) Lowes. (Her brother named a son after Mr. Lowes.) Whether she actually moved to Philadelphia, and whether or whom she married, is uncertain.
The difficulty in identifying her with the Elizabeth Waters who married John Penn is that there were Waters families in both Anne Arundel and Somerset County - and both families had daughters named Elizabeth. However, there are indications that both families kept in touch.
Elizabeth Waters of Anne Arundel, daughter of John Waters of "Waters Lotte" (grandfather RIchard's "Cousin John") definitely did marry someone named Penn. But whether he was John Penn or another Penn is as yet undiscovered.
