About Emeterio Roa

Emeterio Roa is considered to be one of the four pillars of the Philippine actuarial profession. These four pillars - Emeterio, Exequiel Sunico Sevilla, Luis Rada Salvosa, and Manuel Ochoa Hizon - were collectively known as the Gang of Four (the Philippines' four actuarial pioneers).

In 1919, the Office of the Insular Treasurer of the Philippine Islands (where he was an employee) appointed him as government pensionado to the University of Michigan. in 1923, he would become the first Filipino to graduate from that university with a doctoral degree.

In September of 1958, President Carlos P. Garcia appointed him as Commissioner and Acting Administrator of the Social Security System (SSS).
