Senator Sotto was born in Cebu, Cebu
He was educated at San Carlos Seminary of Cebu, San Juan de Letran College and the University of Sto. Tomas, Manila in 1905 where he graduated with the degree of Bachelor of Laws and passed the bar examinations the same year.
He entered public service when he became a municipal councilor and later municipal Vice-President of Cebu.
He was appointed provincial fiscal of Occidental, Negros and assistant fiscal of Cebu. He was elected member of the Philippine Assembly third district of Cebu for four consecutive terms from 1907-1009, 1909, 1912 and 1916 and elected Senator from the tenth senatorial district from 1916 to 1922. He was delegate to the Constitutional Convention of 1934.
Senator Sotto founded several newspapers among which were El Imperial, Ang Kaluwasan, La Opinion, and La Revolucion.
