It certainly would have nice if our informant had said WHICH Viscount Powerscourt he meant. However since John Henry Parnell's dates are 1811-1859 (source: Wikipedia) and Richard Wingfield, 6th Viscount of Powerscourt's dates are 1815-1844 (source: Geni profile curated by Ofir Friedman), it seems clear that the cousin in question was the SIXTH Viscount of Powerscourt.
