U.S. Congressman. He graduated from Dickinson College Pennsylvania, in 1853, from the law department of the University of Virginia, in 1857, was admitted to the bar and commenced to practice law in Accomac, Virginia. He was a member of the Virginia State House of Delegates, (1861-63) and served in the Virginia State Senate, (1863-65). During the Civil War, he served as a Private in the Confederate Army and after the war, resumed the practice of law and also engaged in agricultural pursuits. He was elected judge of the eighth Virginia circuit in 1870 and elected as a Democrat to the Forty-seventh Congress and Forty-eighth Congress, serving (1881-85).
