The marriage of Arthur Hackett and Florence Maud White in 1895 has come up before. It's probably them. The family has a history of name changing. Horace Mansell was most probably born Horace Mansell Jones and his father Henry Jones (in 1881 census) changed the surname to Hackett by the 1891 census. So why not use a different first name?
Both Florence and Horace went on to have more children with other partners (Horace and Mabel; Florence and Leslie Edwards). I think Florence and Horace had three children (Horace Mansell 1896, Marie C 1897 and Henry C). So a marriage in 1895 makes sense.
And yes, that'd be Jane or "Eliza Charlotte Jane Gutteridge". Emily Jones is from Henry's first marrage, and Horace and Amy are with Eliza/Jane.
