Herbert was the son of William Allen and Ellen Janette (Nettie) Skinner Clark. He was the oldest of three children. His siblings include Glenn Ray and Teresa Regina Clark (Wheeler).
On January 31, 1922 he married Verna Fern Lowry. They had four children: Allen LaVern, Roger Raymond, Claire Wilbur, and Lawrence Otis.
Herbert was afflicted with Parkinson's Disease for many years.
