Carter, Isaac Philo, a member of the Mormon Battalion, Company B, was born March 11, 1828, in Rutland County, Vermont, a son of Gideon Carter and Hilda Burwell. He enlisted in the Battalion at Council Bluffs without being a member of the Church, and marched to California. He arrived in the "Valley" in 1849, but went back to San Bernardino in 1853, where he joined the Church, and married Amasa M. Lyman's daughter. He returned to Utah in 1858 when the San Bernardino settlement was broken up, and settled in Beaver, Utah, in 1859. He died July 27, 1913, near Heyburn, Idaho.

At age 18 he volunteered for the Mormon Battalion. Carter also made 8 trips across the desert to Salt Lake City as a stage driver and a Pony Express rider. He came to San Bernardino in 1852. He married Matilda Lyman on October 6, 1856. Carter is credited as the first person to discover gold in Lytle Creek, CA. Carter died on July 27, 1913 and Matilda died in 1903.
