Jacob was born to Isaac Westfall and Eve Wilfong. He wed Dorothy "Dolly" Wilson in Randolph County, Virginia (WV) on September 21, 1807. In 1808, they moved to Salt Lick in present Braxton, County, West Virginia. They lived a short ways east of Gilmer city, near two Cedar Creek tributaries in which one was named Westfall Fork. At that time it was in Harrison County but became Lewis County in 1816, and Braxton County in 1836. They had:

In 1812, Jacob enlisted as a private in the Virginia militia to fight in the War of 1812 but never saw battle. They had:
