The President of the United States of America, in the name of Congress, takes pleasure in presenting the Medal of Honor to Fireman Second Class James M. Trout, United States Navy, for distinguished and heroic conduct while serving on board the U.S.S. Frolic. Fireman Second Class Trout displayed gallant conduct in endeavoring to save the life of one of the crew of that vessel who had fallen overboard at Montevideo, 20 April 1877.
