The President of the United States of America, in the name of Congress, takes pleasure in presenting the Medal of Honor to Private James Welsh, United States Army, for extraordinary heroism on 30 July 1864, while serving with Company E, 4th Rhode Island Infantry, in action at Petersburg, Virginia. Private Welsh bore off the regimental colors after the color sergeant had been wounded and the color corporal bearing the colors killed thereby saving the colors from capture.
