Fourth son of William Dummer Powell.
"His fourth son, Jeremiah, having joined a quixotic and farcical attempt to assist rebellion in the Spanish colony of Venezuela, lay in the notoriously fever-ridden prison of Omoa, near Cartagena (Colombia), sentenced to ten years’ hard labour. Powell took six months’ leave of absence to lobby in Boston, New York, Philadelphia, London, and Madrid for his son’s release. Jeremiah was set free in 1807, only to die at sea the following year."
