The birth record spells the name with "ph". The death notice spells the name with an "f". Joseph was born in Vienna in 1862. His granddaughter Miriam Skidelsky (aka Skidan) wrote that he lived with his wife Rosa in Bielitz. No birth records were found in Vienna for the 2 boys Walter and Willi so they may have been born in Bielitz. The death notice says that Josef died in Vienna of a heart attack in 1910.
