The President of the United States of America, in the name of Congress, takes pleasure in presenting the Medal of Honor (First Award) to Captain of the Hold Louis Williams, United States Navy, for gallant and heroic conduct in jumping overboard from the U.S.S Lackawanna, 16 March 1883, at Honolulu, Territory of Hawaii, and rescuing from drowning Thomas Moran, Landsman.
