Lucy was the daughter of Bayne Smallwood (ca. 1711-1768) and Priscilla Heabard (d. 1784), of Stafford Co., Virginia.

Bayne was born at his fathers plantation, “ Christian Temple Mannor”, in Charles County. Bayne resided at his estate, “ Smallwood’s Retreat”, situated in Chickamuzon District, on Mattawoman Creek in Durham Parish, Upper Hundred, near Marbury, Charles County. He was a planter, merchant, and owned the firm Bayne Smallwood & Company. Bayne became a justice of Charles County in 1736, and served on the Lower House of the General Assembly from 1738-1757. In 1768, at the time of his death, he had accumulated about 3,200 acres in Charles County, plus 810 acres of his wife’s lands in Virginia. His estate was valued at 3,030 pounds, including 26 slaves, plate, and a few books. Bayne had a son, Gov. William Smallwood, Maj. Gen. (1732-1792), who served as Governor of Maryland.

Priscilla was the daughter of William Heabard (d. 1721) and Margaret Newton, who married second, John Travis (d. 1733). John and Margaret had a son, Barrett Travis (d. 1812) of Edgefield District, South Carolina.

Bayne was the son of Prior Smallwood (1680-1734) and Elizabeth, widow of Peter McMillan.

Lucy married John Truman Stoddert (1733-1765) in ca. 1751 Charles Co., Maryland. John and Lucy had the following son:
