Born in San Miguel, Bulacan, on March 26, 1909; the son of Catalino Sevilla and Valeriana de Leon. Married to the former Miss Emerenciana de Leon of Bulacan. Educated in the University of the Philippines, where he graduated with the degree of Bachelor of Laws in 1932. Passed the bar examinations the same year. In 1934, he was elected delegate to the Constitutional Convention from the 2nd district of Bulacan. He is at present a practicing attorney and a rice producer.
