Nicy Jane Conn was born on 5 November 1896 at Dana, Floyd County, Kentucky. She was the daughter of Hiram Riley Conn and Nancy Catherine Howell. She married Elmer William Rice, son of Samuel George Rice and Sallie Jane Sturgill, on 17 June 1920 at Floyd County, Kentucky. Nicy Jane Conn appeared on the census of 4 April 1930 at Floyd County, Kentucky, listed as Nicy age 34 living in home of husband. She died on 9 April 1991 at Banner, Floyd County, Kentucky, at age 94.

Her obituary on 11 April 1991: Nicy Conn Rice, 94, of Banner, died Tuesday in Markey Cancer Center in Lexington following a brief illness. Mrs. Rice was born Nov. 5, 1896, at Dana, a daughter of the late Hiram and Katherine Howell Conn. Her husband, Elmer W. Rice, preceded her in death. She was a member of Little Salem Regular Baptist Church at Dana. Surviving are two sons, Charles E. Rice of Lima, Ohio and Leo J. Rice of Banner, a daughter, Katherine Sanderson of Louisville; nine grandchildren; 15 great-grandchildren, and three great-great-grandchildren. The funeral will be conducted at 11 a.m. Friday at Hall Funeral Home at Martin by the Rev. Steven Rice and The Rev. French Harmon. Burial will be in Rice Cemetery at Banner. Friends may call after 6 p.m. today at the funeral home. She was buried at Rice Cemetery, Rice Branch, Floyd County, Kentucky.
