No news of any disturbance in Mexico of any kind has reached the border for several days, a condition which has stirred the "rumoristas" to renewed efforts. Reports, however, of the ravages of typhus, especially in the central states, and of the growing scarcity or food, in almost every section of the country come here in increasing volume.

A letter received today from Saltillo announced the death from typhus of Percy E. O. Carr, general manager of the Mazapil Copper Company, and the Coahuila and Zacatecas railroad. Mr. Carr was an Englishman and controlled some of the largest mining interests in Mexico. He is supposed to have contracted the disease while in a train on his way to Mexico City to visit his family.

The Mazapil Copper Company in Saltillo fell victim to a demand by the rebels to contribute 50,000 pesos, even though the Federales still controlled Saltillo. The request had been telegraphed from Concepción del Oro by the rebel chief Eulalio Gutiérrez, who said that the money would be used to buy necessities for "the Army for the Restoration of the Constitution." The general manager of the company, P.E.O. Carr. notified Gutiérrez that he did not have the authority to use 50,000 pesos out of the company's fund because if he did take the money, he would be held personally responsible, Gutiérrez then reduced his demand to 25,000 pesos, but said he would blow up the company's plant at Concepción del Oro if he did not receive the money. Carr sent the money and did not tell the Federales of the threat because he feared Federales might stop delivery of the money, forcing the rebels to destroy the plant in retaliation.

Unfortunately for the company, the Federales later found out about the transaction. They then cut the telegraph wires between Saltillo and Concepción del Oro and destroyed a number of sections of track of the company's railroad believed to be utilized by the rebels. The destruction of the track cut off the escape route for many of the company's employees at Concepción del Oro, forcing them to endure rebel depredations."

In August 1913, the mining town of Lampacitos, Coahuila, suffered complete annihilation by the Constitutionalists who destroyed over $1,000,000 worth of property, mostly French owned, in their attempt to eradicate foreigners. The Mazapil Copper Company lost over $1,000,000 when the rebels burned the office buildings and smelter at their plant in Concepción del Oro, the same plant that P.E.O. Carr had earlier paid 25,000 pesos to protect.

A mining engineer's note book which throws an interesting light on mining operations at the beginning of the century is to have a permanent resting place in the J S Battye Library, Alexander Library Building, 25 Francis St, Perth, Western Australia, WA 6000, Australia -31.94889, 115.86056.

It belonged to the late Percy E. O. Carr, who came to Australia about 1903 and for three years reported extensively on mines in Victoria, Western Australia, New South Wales, and Tasmania. It finds its way to Perth by way of Mexico and the International Division of the Bank of New South Wales.

Percy Carr was the son of the first general manager of Rio Tinto in Andalusia, Spain. He and his brother, Richard, took up mining. Richard joined the Bede Company in Newcastle-on-Tyne, and it is believed that it was through him that G. Delprat joined the company.

Delprat, who had met Richard Carr when he was working with Rio Tinto copper mines in Spain, came to Australia in 1898 and became the now famous general manager of Broken Hill Pty Limited. It was on his initiative that B.H.P. went into the production of iron and steel. BHP (Broken Hill Proprietary Company)

Percy and Richard Carr married two sisters whom they met in Spain — and Percy Carr's daughter Beatrice Carr married Mr. C. H. E. Phillips, at present in business in Mexico. Mrs Phillips came into possession of her father's three notebooks dealing with his Australian investigations. Mr N. P. Wright, an Englishman living in Mexico, who among other activities, is the representative of Dalgety & New Zealand Loan Limited, heard about the notebooks and told his friend, Mr E. Carthew the chief manager of the International Division of the Bank of New South Wales of them.

This resulted in Mrs Phillips agreeing to make them available to the Bank for disposal as it thought fit, and the notebook dealing with Western Australia is now coming to the Battye Library. This notebook contains observations of mines at Cue, Southern Cross, Nannine, Meekatharra, and also at 2 places named Burnakuna and Bardoc, which, with the passing of time have vanished from the map.

The second book deals with the Broken Hill area Broken Hill mine, 130 Eyre Street, Broken Hill, New South Wales, NSW 2880, Australia -31.9770772, 141.4578239 and the third with 7 Tasmanian mines. The Bank has presented these two to the appropriate authorities in N.S.W. and Tasmania.
