Billy was born in Floyd County Kentucky the son of Robert and Fanny Jenkins.

On November 30, 1850 he married Sarah Montgomery the daughter of Alexander V and Elizabeth Montgomery and granddaughter of Alexander "Sanders" Montgomery IV and Mary Elizabeth Eddington. Sarah was the niece of William Montgomery, husband of Elizabeth Jenkins.

William M. "Billy" Jenkins was farmer, Civil War Veteran-Confederate-2nd Ky. Mtd Rifles. He was also a preacher in the United Baptist Church.

Billy and Sarah's children are; John Milton Jenkins, James Harvey Jenkins, Francis Marion Jenkins, Amanda (Jenkins) Tackett, Mary Ellen (Jenkins) Brown, Louisa Jenkins, Clarinda (Jenkins) Rigsby, Elizabeth (Jenkins), Charley Jenkins, Rachel (Jenkins) Estep, Angeline (Jenkins) Robinson and Sarah Emma (Jenkins) Lykins. On August 17, 1879 in Magoffin County, Kentucky he married his second wife Elizabeth (Howard) Phipps. Billy was a preacher in the United Baptist Church.
