To the Honorable the Speaker and Other they Members of the House of Delegates now convened at Richmond the petition of sundris the inhabitants of Monongalia County humbly showeth

That your petitioners having seen a law laying a special tax on this County begs leave to assure you that our condition is such that specie cannot be raised in the county as there is (comparatively speaking) none amongst us notwithstanding we would be far from wishing to be exempted from bearing part of the state debt in proportion to our ability and as it appears by instructions given by his excellency the Governor to the Lieutenant of this county to call upon sundris of th commissn for specific tax on the East of the Mountain for supplies for the militia in actual service for the defense of the frontier the transportation of which _______________ the state with considerable expense which greevance we humbly conceive might be removed by allowing us to pay our tax on such specific articles as may be necessary for this or similar purposes which would at the same time render us useful members of the state which under our present circumstances cannot possibly be not having specie nor no way of raising it to pay our present assesment we therefor humbly submit the matter to the wisdom of your honorable house praying that if you shod think it consistent with the general interest of the state you may have the needful done for our relief

It has been a little while since I posted my Ruble line and I've added
some names so thought it worth posting again. Recently learned, too,
that this Samuel Ruble built the first flour mill in Monongalia County
[W]VA, likely before that county was formed in 1776 and when it
comprised a very large part of what is now northern WV, containing most
of what is now: Harrison, Preston, Marion, Taylor, Doddridge, Randolph,
Tucker Upshur, Barbour, Lewis, Gilmer, Calhoun, Braxton, Clay, Ritchie,
Wood, Pleasants, and Wirt Counties. Would love to hear from others who
connect to this family or know only that they have RUBLE ancestors in
WV.

Hi, Joanna,

Perhaps you are the person who once shared a photo of herself standing
in front of a sign for Rubles Mill, PA. (So many people connecting via the 'Net. . . .)
That was when I was living in CA. But, I retired early and looked for a place
in Fayette County, PA where I was born. Quite by coincidence the only place
I could find which met my spec's in '98 was about a mile from Rubles Mill!
Rubles Mill [AKA Rubles Mills, AKA Ruble] was named by Jacob R. Ruble Jr. (1824-1898)
after purchasing the mill property and an old mill which he refurbished.
Prior to that time, Jacob and his father Jacob R. Sr. (1775-1841) and his grandfather,
Samuel Ruble
(1735-1799) had mills on Rubles Run, a creek which begins in what is now PA and runs into
what is now WV. Samuel Ruble had settled on this land circa 1770 (or earlier) and later,
abt.
1783, the extension of the Mason-Dixon line was drawn through his land. 

So we have a little village and a creek named after Rubles here.

My mother was a Ruble and she was born at Rubles Mill. She once save her younger

brother's life
by pulling him out of the nearby mill stream where he was drowning. They were about age 5
and 2 at the time.

The road on which I live was called Rubles Mill Road by the locals when I moved here, but

there were no road marker signs. Now, with all the "911" naming and signage that has
taken place, the road is officially "Rubles Mill Road" and my address is 279 Rubles Mill
Road. Isn't that just grand? My postal address is Smithfield as Rubles Mill is no longer
big enough to have a post office, but it did have one at one time.
I still see obituaries posted in the local, Uniontown, newspaper which say that so and so
lived at "Ruble."
The signs on either side of the village (crossroads) do say "Rubles Mill."
