He was almost certainly born in the Russian Empire, not in London. His family appears in the 1901 census but not the 1891 census.

1901 census indicates he was born in 1887. in what was Imperial Russia, possibly now Ukraine. Could they have exaggerated his age because he wasn't supposed to be working?
