Thomas Williams Baldwin, the son of Thomas Williams and Margaret Josephine (Bacon) Baldwin, was born on December 27, 1849, at Bangor, Maine, where his parents were then residing.

He was a descendant on his mother's side of Stephen Hopkins who came to America on the Mayflower and on his father's side of Colonel Thomas Cushing who was a member of the Continental Congress, as well as Acting Governor of Massachusetts in 1785, and of John Avery, Secretary of State in Massachusetts for several terms in Revolutionary times.

Mr. Baldwin prepared for college at Phillips Academy, Exeter, New Hampshire, from which he graduated in 1869. He graduated at Harvard College in 1873, and in 1874, entered the Junior Class of the Massachusetts Institute of Technology, from which he was graduated in 1876 ... with a Bachelor of Science degree.

During vacations in his college years, he served as Rodman and Transitman on surveys for the European and North American, and the Bangor and Piscataquis Railroads.

In 1878, Mr. Baldwin opened an office in Bangor, Maine, for the practice of his profession, and was Acting City Engineer until March, 1879, when he was elected City Engineer, which position he held until 1883. Declining further service in that office he accepted the position of Division Engineer on the Bangor and Piscataquis Railroad extension work but retired after a few months' service on account of illness. Upon recovery he returned to private practice in his Bangor Office.

In 1895, he removed to Boothbay Harbor, Maine, to engage in business and, in 1903, became President of the Baldwin Fish Company, which position he held until he removed to Boston, Massachusetts in 1908.

While in Boothbay Harbor, Mr. Baldwin served for ten years on the School Committee, and was a Representative for two terms in the Maine Legislature. He was also a Director of the First National Bank and a Corporator of the Savings Bank of Boothbay Harbor.

On removing to Massachusetts, he became actively interested in genealogical research and published a genealogy of William Patten, who, in 1636, settled in Cambridge, Massachusetts; also, one of Michael Bacon who was in Natick, Massachusetts, in 1640.

In addition, he edited and published with a memoir the "Revolutionary Journal" of Colonel Jeduthan Baldwin, his great-grandfather. He also compiled and published the vital records of twenty-one Massachusetts cities and towns, a lasting monument to his patient and persevering labors.

Mr. Baldwin held minor positions with the Highway and Civil Service Commissions of Massachusetts, after taking up his work of compiling vital records, but the state of his health did not permit active practice of his profession.

Although of a retiring disposition he always had a keen interest in people and in public events; and was patriotic, affectionate, and loyal. His liking for historical and genealogical matters made his later occupation very congenial to his tastes. In his more active years, he had traveled extensively throughout the United States and Canada.

Mr. Baldwin was a Life Member of the American Unitarian Association and was affiliated with the Republican party. He was also a member of the New England Historical Genealogical Society, the Sons of the American Revolution, and the Society of the Cincinnati.

After a short residence in Boston he lived in Wellesley, Cambridge and Hardwick, Massachusetts, where the end came after several years of failing health.

On December 8, 1880, he was married to Maud, daughter of John and Emeline (Young) Patten, of Bangor, who survives him, with two daughters, Mrs. Chalmers Stevens Clapp, of Abington, Massachusetts, and Miss Dorothy Arno Baldwin of Hardwick. He also leaves four grandchildren.

Mr. Baldwin was elected a Member of the American Society of Civil Engineers on April 2, 1884.
