Thomas Baxter Jr. was born about 1653-1654 in Westchester, which lies just north of New Amsterdam, and was then part of New Netherlands. Thomas Sr. was of English descent, and his family had settled into the Dutch colony and under Dutch rule.

Thomas Baxter Jr.'s parents were Thomas Baxter Sr. and Bridget Clarke. Thomas Sr. was from England and rather bold. There were stories of Thomas Sr. becoming a pirate. See the discussion in Thomas Baxter Sr. and judge for yourself.

Thomas Sr. left for England, or at least signed a departure will, in 1659. Bridget divorced Thomas Sr. on grounds of desertion in 1662, leaving Bridget to raise their daughter Alice (born 1652) and Thomas Jr. on her own. Bridget (nee Clarke) Baxter went on to marry John Palmer, a future Westchester Justice of the Peace.

Thomas Baxter died in Westchester, must have been shortly before his will was proved on January 18, 1715-16.

Thomas Baxter Sr., Westchester. Mentions wife Rebecca, and sons Thomas, John and James, who will be 19 years and 4 months old on May I, 1721. He leaves to James all lands and 50 pounds Commonage, conditioned on paying certain legacies to his sisters Elizabeth, Keziah Glover, Myriam, and Phebe. Mentions daughters (Rebecca) Palmer, Mary Kinison, Abigail Betts, Phebe Drake, Dorcas Tippett. His son John is to have 6 acres adjoining to his 10 acre lot, next to David Huestis, and 10 acres by John Stevenson, to be taken on the west side of his lot from the water side to the highway, and 2 acres salt meadow at a place called Pritchetts Hammock and 1/2 my lands at the Long Reach. Makes his wife Rebecca, and sons-in-law John Palmer and Joseph Betts executors. Dated July 2, 1714. Proved Jan. 18, 1715. Liber 8. P. 388. Westchester wills page 34 [8]
