Thomas always said the name "Foy" meant faith, and that symbolized his entire life. His ancestors were of French and Irish origin. His father was the first to come to America. After their marriage they lived in Wheatfield, Indiana, Pennsylvania, where they had four children. After their move to Strongtown, Pennsylvania , more children were born. While there, they were introduced to the Mormon Church in about 1835, and were baptized. They determined to head west to the Valley. In 1840 they were living in Warsaw, Hancock, Illinois, where they lived for six years. In the spring of 1847, Thomas and his family started for Utah. They were asked to stay in Iowa to help repair wagons and raise food for the coming saints.

Finally in 1850, they brought their family to the Valley. In 1853, they moved to Farmington, Utah, where Thomas ran a saw mill for a time. In the fall they moved again, this time to Bingham Fort in Weber County, and later they lived in Slatersville, west of Ogden. In 1863 he was called on a colonization mission to go to the southern part of the state in Washington County where he worked a farm. He took a second wife while there. He was active in the church and community and became quite prominent.
