Biographical Summary
"COWPER, William (1721-69), of Hertingfordbury Park, Herts. - b. 1721, 1st s. of William Cowper, clerk of the Parliaments, by Jane, da. of John Budget of Chelsea. educ. Westminster, Apr. 1730, aged 8, left 1737; Worcester, Oxf. 1 Mar. 1739, aged 17; L. Inn 1740. m. 5 Aug. 1749, his cos. Maria Frances Cecilia, da. of Col. Martin Madan, M.P., 4s. 2da. suc. fa. 14 Feb. 1740.
Cowper had a natural interest at Hertford where he was returned unopposed in 1768. In Parliament he voted with Administration on Wilkes’s expulsion, 3 Feb. 1769, and the Middlesex election, 8 May. There is no record of his having spoken in the House. He died 27 Aug. 1769, aged 48."
