Son of Stephen Richard Hall and Martha Patsy Perrin. Married Rebecca Board circa 1833. Rebecca's parents, James Board and Nancy Thomason. Married second, Lucy West in 1857. Her parents, Branson Monroe West and Alice Wood.

He served as a private in the Union army during the Civil War. He mustered in on March 21, 1862 at Rochester, Ky and was discharged on Nov. 2, 1862 at Louisville, Ky on Surgeons Certificate of Disability. From Roll of Co. B 27th Kentucky Volunteer Infantry.

William Perrin and Rebecca Board had 10 children. William Perrin and Lucy West had 8 children.
