William was invited to the mysteries of the Masonry in The Unity Lodge in Armadale in 1873. In 1874 he was appointed junior Deacon. Lodge Harmony is one of the oldest and wealthiest Lodges in Australia and he became Senior Warden.
He was a member for 15 years, continuously and became "Worshipful Master Of Lodge Harmony" No. 5 Sydney.
He became a solicitor in 1877.
He married Kathleen Janet Louisa Roberts in 1878.

He was elected to NSW Legislative Council Member for New England in 2 Dec 1880 and served three terms of office.
In 1886 he was Director of Mercantile Building, Land and Investment Society and Universal Land Building and Investment Society.
On 26 Jan 1887 he ceased being in Parliament and served his community in 1888 as an Alderman at Armidale and as Mayor.
In 1897 he was believed to be a solicitor in Lismore NSW and divorced his first wife Kathleen. He married Julia Cusack, who was born in Lismore.
On 24 Aug 1903 in Sydney, NSW. They had a son that same year and he died on 23 Nov 1905, in hospital after suffering a mental breakdown.

Among the death notices for the week appears that of "William Consett Proctor;- solicitor, formerly member for New England in the State Parliament, and well known to the writer of these notes. Mr Proctor, . or, as he was known to his intimate friends as "Bill," took the world much as he found it. He was a Sybarite by nature, and dabbled with politics, but only dabbled. As a solicitor he was painstaking, and at times shrewd enough, and he was generous by nature. When the late Henry Copeland, Agent-General for this State, was returned for New England, he took Proctor under his wing, but on the occasion of one hardly fought election, did not carry him in the protectionist bunch. Mr Proctor had long retired from the political arena, and he had met with some crosses in private life, after which he simply drifted. He has drifted into the great harbour at last."
