About William R. Sapp, US Congress
U.S. Congressman. Born in Cadiz, Ohio, his family moved to Knox County, Ohio when he was a child. He engaged in local business while studying law and was admitted to the bar in Ohio in 1833. He moved to Holmes County and practiced as an attorney in Millersburg. He became the prosecuting attorney of Holmes County until 1846, and moved back to Knox County to continue his law profession. Elected as a member of the Whig Party to represent Ohio's 15th District in the United States House of Representatives, he served from 1853 to 1857. He was reelected in 1854 as a member of the Opposition Party. He was an unsuccessful candidate for reelection in 1856 and returned to Knox County to resume his practice of law. He supported the Republican Party and was an active member for the Union cause during the Civil War. He became an assessor of Internal Revenue for the 13th District of Ohio from 1869 to 1872, and then was appointed as a collector of Internal Revenue from 1872 until his death in 1875. He died in Mount Vernon, Ohio when he was 70 years old. He is an uncle of U.S. Congressman William Fletcher Sapp of Iowa.
