The President of the United States of America, in the name of Congress, takes pleasure in presenting the Medal of Honor to Ordinary Seaman William Troy, United States Navy, for extraordinary heroism in action on board the U.S.S. Colorado during the capture of the Korean forts, 11 June 1871. Fighting at the side of Lieutenant McKee, by whom he was especially commended, Ordinary Seaman Troy was badly wounded by the enemy.
