My father, Robert Roy Harvey was born on 8 Mar, 1900 in Hamilton Ontario. According to his birth certificate, his parents were William Evans Harvey & Ellen "Nellie" Dolman but, upon registering his birth in 1918, his parents stated that they were his FOSTER parents. My father always said that he was "adopted". but how can such a cirumstance occur\? How could the same people be his birth parenst and his foster parents? Can anyone help? Thanks
