When you go to the project page that you are interested in joining - there is a little box in the upper right hand corner that is labeled "Actions"... If you choose the drop down option called "Join Project" - that will send a request to the current managers of the project. In almost all cases, they will be delighted to have your help and involvement and they will approve your request in a very timely manner...
